If I saw a public domain version of a rock song online, and it was written for piano, and I arranged it for string orchestra, could I claim it was my Arrangement?

technically, there is no such thing as a "public domain rock song".

but if you make an arrangement of a public domain piece of music, yes, you may claim it is your arrangement.
you have copyright on any arrangement you make of a piece, but ONLY on the arrangement. you can't suddenly ;ay claim to a piece and stop others from making their own version of it.

you would also have to make a substantial contribution to changes brought to the piece to claim a copyright. simply setting it in whatever version you found it, note-for-note, would probably not be enough to grant you any form of copyright. you would more than likely need to change some aspects of it, like harmony.
